yes, there indeed is a French-Syrian joint MSc program in informatics in the school of Informatics Engineering in the University of Aleppo, the affiliate french university being INSA de Lyon. The program grants M1 degrees, and selected students continue their studies in France and obtain M2.
1. As I said, it is MSc in informatics, which can also be understood as MSc in CS. The program spans over 9 months and requires full commitment. It includes 600+ hours of french language, and six courses on such topics as Information Systems, Databases, Networks, Cognitive Science and Software Engineering. Professors are french, and french is the teaching langage.
2. Admission conditions are flexible, and there are some in-college politics involved. English fluency is a must, familiarity with french is nice, and academic background in CS is required.
3. The 2006-2007 class started with 16 students, reduced to 12 eventually, and 7 students made it to France. The AUF granted scholarships to only two of those. The 2007-2008 class has 16 students.

5. Apparently yes. There were 2 students from Al-Ba'ath University in the 2006-2007 class. However, all 2007-2008 class students are University of Aleppo students.
